Lagos Eases Estate Development Rules, Cuts Minimum Land Size to 5,000sqm

The Lagos State Government has reduced the minimum land size for estate development from 10,000 sqm to 5,000 sqm, aligning with the state’s growing housing demands amid rapid urbanization.
Commissioner for Physical Planning and Urban Development Dr. Oluyinka Olumide announced the change during the maiden Quarterly Media Parley at the Ministry’s Conference Room in Alausa, noting that the adjustment reflects current realities driven by population growth. “Some of the promoters of the 176 non-complying estates, published in August, had come forward to seek assistance on how to regularize the status of their estates,” Olumide stated, adding that enforcement actions will soon target the remaining non-compliant estates.
He revealed plans to extend regulatory efforts to Ikorodu and Ikeja, while outlining requirements for communities unilaterally converted into estates.
Olumide further highlighted the integration of projects like the Blue and Red Rail Lines, flyovers, and major highways with the state’s Operative Development Plans, which include completed Alimosho, Kosofe, Lagos Island Model City Plans, and the Badagry Master Plan. “I urge all agencies of government and other stakeholders to abide by the dictates of these plans, which we produced with the involvement of all stakeholders,” he emphasized.
The ministry is also developing guidelines for specialized projects like seaports and airports, with the Lagos State Physical Planning Permit Agency surpassing targets in permit approvals, now processable within 10 days due to expanded district offices, staff motivation, and awareness campaigns, with automation forthcoming.
The government aims to transform informal spaces, identifying over 3,000 hectares for structured developments like parking zones along power-line and gas-line corridors and drainage setbacks to alleviate traffic congestion.
